CBSE Cracks Down on Dummy Students: Surprise Inspections at 29 Schools

The Central Board of Secondary Education (CBSE) has taken stringent measures against dummy student enrolments, conducting surprise inspections at 29 schools across Delhi, Bengaluru, Varanasi, Bihar, Gujarat, and Chhattisgarh. This move aims to ensure compliance with the Board's regulations and curb malpractice in educational institutions.
CBSE Secretary Himanshu Gupta reported that 29 teams, each comprising a CBSE officer and a principal from an affiliated school, carried out these inspections. The findings revealed widespread violations of the Board's Affiliation Bye-Laws.
Key Observations:
- Several schools were enrolling students who were not attending classes regularly, effectively creating 'dummy' enrolments.
- Many institutions failed to meet the infrastructural norms mandated by CBSE.
Himanshu Gupta emphasized the Board’s strict stance, stating, "CBSE has taken these violations seriously and is issuing show-cause notices to the defaulting schools. Legal action is also being considered to ensure accountability."
The inspections revealed that 18 of the non-compliant schools were located in Delhi, with the rest spread across Bengaluru, Varanasi, Patna, Ahmedabad, Bilaspur, and Chhattisgarh.
The Issue of Dummy Schools:
Dummy schools cater primarily to students preparing for competitive exams like engineering and medical entrance tests. By enrolling in these institutions, students often avoid regular attendance and focus entirely on exam preparation, appearing only for the board examinations.
Additionally, some aspirants exploit state-specific quotas for admission to medical and engineering colleges. For instance, students who complete Classes 11 and 12 in Delhi are eligible for the Delhi State Quota in medical colleges, prompting enrolment in such dummy institutions.
CBSE’s crackdown aims to curb these practices and uphold the integrity of the education system. Schools found in violation face strict repercussions, including show-cause notices and potential legal action.
